The changes mandate enhanced biometric verification for remote account openings (Level 4), consumer credits, and commercial credits, requiring fingerprint liveness tests with at least 98% match accuracy against Mexican authority records or approved institutional databases. Institutions must implement technological mechanisms for audiovisual identification, including liveness detection, secure data transmission, and a 10-year retention period for recordings, while suspending contracts if verification fails or risks are detected. Alternative identification mechanisms are permitted if they include at least 98% biometric validation and liveness tests, with specific limits on transaction volumes for accounts opened via audiovisual communication when INE verification is unavailable.
