On Amendments to Certain Regulatory Legal Acts

of the National Bank of the Kyrgyz Republic on Licensing Issues

within Special Regulatory Regimes

The Board of the National Bank of the Kyrgyz Republic, guided by Articles 20 and 68 of the Law of the Kyrgyz Republic "On the National Bank of the Kyrgyz Republic, Banks and Banking Activity," resolves:

1. To make the following change to the Resolution of the Board of the National Bank of the Kyrgyz Republic "On Approval of the Regulation 'On the Committee on the Payment System of the National Bank of the Kyrgyz Republic'" dated 17 January 2018

No. 2018-P-14/2-6-(PS):

in the Regulation "On the Committee on the Payment System of the National Bank of the Kyrgyz Republic," approved by the aforementioned resolution:

• supplement paragraph 8 of the Regulation with the following paragraph:

"4) consideration and decision-making on the issuance, suspension, revocation, and termination of licenses within the special regulatory regime, in accordance with the Regulation 'On the Special Regulatory Regime.'"

2. To make the following changes to the Resolution of the Board of the National Bank of the Kyrgyz Republic "On Approval of the Regulation 'On the Supervision Committee of the National Bank of the Kyrgyz Republic'" dated 19 March 2005 No. 6/2:

in the Regulation "On the Supervision Committee of the National Bank of the Kyrgyz Republic," approved by the aforementioned resolution:

• in paragraph 2.2:

subparagraph 'c' is to be worded as follows:

"c) consideration and decision-making on the issuance, suspension, revocation, and termination of licenses within the special regulatory regime, in accordance with the Regulation 'On the Special Regulatory Regime';

supplement with subparagraph 't' of the following content:

"t) other issues delegated to the Committee by the Board of the National Bank."

3. This resolution enters into force on the day of its official publication.

4. The Legal Department:

• publish this resolution on the official website of the National Bank of the Kyrgyz Republic;

• after official publication, send this resolution to the Ministry of Justice of the Kyrgyz Republic for inclusion in the State Register of Regulatory Legal Acts of the Kyrgyz Republic.

5. The Department of Supervision and Licensing Methodology is to bring this resolution to the attention of commercial banks, the Non-State Partnership "Union of Banks of Kyrgyzstan," the Non-State Partnership "Association of Microfinance Organizations," the Non-State Partnership "National Association of Credit Unions and Cooperatives of Kyrgyzstan," the Non-State Partnership "Association of Payment System Operators KG," microfinance companies, microcredit companies, microcredit agencies, credit unions, guarantee funds, credit bureaus, JSC "Financial Company of Credit Unions," payment system operators and payment organizations, structural subdivisions, regional departments, and the representative office of the National Bank of the Kyrgyz Republic in the Batken region.

6. Control over the implementation of this resolution is assigned to the members of the Board of the National Bank of the Kyrgyz Republic overseeing the Department of Supervision and Licensing Methodology of Banks and the Payment Systems Department.
