RESOLUTION OF THE BOARD OF THE NATIONAL BANK OF THE KYRGYZ REPUBLIC

of October 29, 2025 No. 2025-P-14/57-2-(PS)

On Amendments to Certain Regulatory Legal Acts of the National Bank of the Kyrgyz Republic

In order to develop and scale payments via QR codes in trade and service enterprises, as well as in state and municipal institutions, guided by Articles 5, 9 and 64 of the Constitutional Law of the Kyrgyz Republic "On the National Bank of the Kyrgyz Republic", the Board of the National Bank of the Kyrgyz Republic resolves:

1. Make amendments to the Resolution of the Board of the National Bank of the Kyrgyz Republic "On Approval of the Rules for Making Payments and Transfers Using Two-Dimensional Barcode Symbols (QR Code)" dated December 11, 2019 No. 2019-P-14/62-5-(PS) (attached).

2. Recognize as invalid Subparagraph 2 of Paragraph 3 of the Resolution of the Board of the National Bank of the Kyrgyz Republic "On Amendments to the Resolution of the Board of the National Bank of the Kyrgyz Republic "On Approval of the Rules for Making Payments and Transfers Using Two-Dimensional Barcode Symbols (QR Code)" dated December 11, 2019 No. 2019-P-14/62-5-(PS)" dated May 24, 2023 No. 2023-P-14/34-3-(PS).

3. This Resolution shall enter into force upon the expiration of 15 (fifteen) days from the date of official publication.

4. The Legal Department:

• from the date of receipt of the corresponding documents, within 3 (three) working days, publish this Resolution on the official website of the National Bank of the Kyrgyz Republic;

• after official publication, send this Resolution to the Ministry of Justice of the Kyrgyz Republic for inclusion in the State Register of Regulatory Legal Acts of the Kyrgyz Republic.

5. The "Board Secretariat" Department within 3 (three) working days to bring this Resolution to the attention of the Digital Financial Technologies Department, the Payment Systems Supervision Department, the Legal Department, regional departments, and the Representation of the National Bank of the Kyrgyz Republic in the Batken Region.

6. The Digital Financial Technologies Department within 3 (three) working days after official publication to bring this Resolution to the attention of the Non-Commercial Organization "Union of Banks of Kyrgyzstan", commercial banks of the Kyrgyz Republic, the Non-Commercial Organization "Association of Payment System Operators KG", payment organizations, and payment system operators.

7. Control over the implementation of this Resolution shall be entrusted to the Member of the Board of the National Bank of the Kyrgyz Republic overseeing the Digital Financial Technologies Department.

AMENDMENTS to the Resolution of the Board of the National Bank of the Kyrgyz Republic "On Approval of the Rules for Making Payments and Transfers Using Two-Dimensional Barcode Symbols (QR Code)" dated December 11, 2019 No. 2019-P-14/62-5-(PS)

1. Make the following amendments to the Resolution of the Board of the National Bank of the Kyrgyz Republic "On Approval of the Rules for Making Payments and Transfers Using Two-Dimensional Barcode Symbols (QR Code)" dated December 11, 2019 No. 2019-P-14/62-5-(PS):

The Rules for Making Payments and Transfers Using Two-Dimensional Barcode Symbols (QR Code), approved by the aforementioned Resolution:

• supplement with Paragraph 39-2 of the following content:

"39-2. Payment system participants must, monthly, no later than the 5th (fifth) day of the month following the reporting month, provide electronic reports to the National Bank on entities accepting payment for goods/services using QR codes, and on the number of installed QR codes broken down by region, in accordance with Appendices 5 and 6 to these Rules.";

• supplement with Appendices 5 and 6 of the following content:

		"Appendix 5 to the Rules for Making Payments and Transfers Using Two-Dimensional Barcode Symbols (QR Code)
