RESOLUTION

of 28 January 2009 No. 4/6

On approval of the Regulation "On basic requirements for the functioning of the payment system of the Kyrgyz Republic in the event of emergency situations in the payment system"

Having considered the draft Regulation "On basic requirements for the functioning of the payment system of the Kyrgyz Republic in the event of emergency situations in the payment system" submitted by the Payment Systems Department, and guided by Articles 7 and 43 of the Law "On the National Bank of the Kyrgyz Republic", the Board of the National Bank of the Kyrgyz Republic resolves:

1. To approve the Regulation "On basic requirements for the functioning of the payment system of the Kyrgyz Republic in the event of emergency situations in the payment system" (attached).

2. The Payment Systems Department, together with the Legal Department, shall in the established procedure send this resolution for state registration to the Ministry of Justice of the Kyrgyz Republic.

3. This resolution shall enter into force after state registration with the Ministry of Justice of the Kyrgyz Republic and subsequent official publication.

4. After publication of the registered normative legal act, the Legal Department shall inform the Ministry of Justice of the Kyrgyz Republic of the source of publication (name of the publication, its number and date).

5. The Payment Systems Department shall bring this resolution to the attention of the commercial banks of the Kyrgyz Republic, the Closed Joint-Stock Company "Interbank Processing Center", the regional departments and the representative office of the National Bank of the Kyrgyz Republic in Batken Oblast.

6. The Banking Settlements Department, commercial banks and the Closed Joint-Stock Company "Interbank Processing Center" shall, in accordance with the Regulation "On basic requirements for the functioning of the payment system of the Kyrgyz Republic in the event of emergency situations in the payment system", develop a package of internal procedures establishing the regulations, the procedure for carrying out work, the interaction of system personnel in the event of emergency situations and the procedure for restoring the normal operating mode of each system used for the provision of payment services, by 01.06.2009.

7. Control over the execution of this resolution shall be assigned to the Deputy Chairman of the National Bank of the Kyrgyz Republic Chokoev Z.L.
