Commercial banks and other financial and credit institutions licensed by the National Bank of the Kyrgyz Republic must decide all lending, guarantee, surety and credit-risk issues only through the Credit Committee, which may delegate this except for matters reserved to the Board of Directors, and must monitor collateral at least annually. The head of the problem-loan unit must report monthly to the Credit Committee, copying the Management Board and Board of Directors; write-offs of large-risk loans require Board of Directors approval. The Regulation on Lending is replaced by the Regulation on Minimum Requirements for Credit Risk Management, effective on official publication after state registration.
