RESOLUTION OF THE BOARD

OF THE NATIONAL BANK

OF THE KYRGYZ REPUBLIC

On Approval of the Regulation

on Licensing of Banking Activities

Having reviewed the draft Regulation on Licensing of Banking Activities,

The Board of the National Bank of the Kyrgyz Republic resolves:

1. Approve the Regulation on Licensing of Banking Activities (attached).

2. The Management Department of Supervision Methodology and Licensing jointly with the Legal Department shall carry out state registration of this resolution in the Ministry of Justice of the Kyrgyz Republic in the established manner.

3. This resolution shall enter into force after state registration in the Ministry of Justice of the Kyrgyz Republic and subsequent official publication.

4. From the moment of entry into force of this resolution, recognize as expired:

• paragraph 1 of the Resolution of the Board of the National Bank of the Kyrgyz Republic No. 19/2 dated August 12, 1998 "On the Procedure for Creating Banks and Features of Their Activities in the Territory of the Kyrgyz Republic", registration number 3 of the Ministry of Justice of the Kyrgyz Republic dated August 26, 1998;

• paragraph 1 of the Resolution of the Board of the National Bank of the Kyrgyz Republic No. 4/5 dated January 22, 1999 "On Amendments and Additions to Certain Regulatory Documents of the NBKR" in part concerning the Regulation "On the Procedure for Creating Banks and Features of Their Activities in the Territory of the Kyrgyz Republic", approved by Resolution of the Board of the NBKR No. 19/2 dated August 12, 1998, registration number 11 of the Ministry of Justice of the Kyrgyz Republic dated February 1, 1999;

• paragraph 1 of the Resolution of the Board of the National Bank of the Kyrgyz Republic No. 31/9 dated April 15, 1999 "On Amendments and Additions to Certain Regulatory Documents of the National Bank of the Kyrgyz Republic" in part concerning the Regulation "On the Procedure for Creating Banks and Features of Their Activities in the Territory of the Kyrgyz Republic", approved by Resolution of the Board of the NBKR No. 19/2 dated August 12, 1998, registration number 41 of the Ministry of Justice of the Kyrgyz Republic dated May 15, 1999;

• resolution of the Board of the National Bank of the Kyrgyz Republic No. 18/6 dated April 29, 2000 "On Amendments and Additions to the Regulation on Creation of Banks and Features of Their Activities in the Territory of the Kyrgyz Republic", registration number 86 of the Ministry of Justice of the Kyrgyz Republic dated May 12, 2000;

• resolution of the Board of the National Bank of the Kyrgyz Republic No. 42/3 dated November 30, 2000 "On Amendments and Additions to the Regulation on the Procedure for Creating Banks and Features of Their Activities in the Territory of the Kyrgyz Republic", registration number 199 of the Ministry of Justice of the Kyrgyz Republic dated December 15, 2000;

• resolution of the Board of the National Bank of the Kyrgyz Republic No. 1/4 dated January 24, 2001 "On Amendments and Additions to the Regulation 'On the Procedure for Creating Banks and Features of Their Activities in the Territory of the Kyrgyz Republic', approved by Resolution of the Board of the National Bank of the Kyrgyz Republic No. 19/2 dated August 12, 1998", registration number 15 of the Ministry of Justice of the Kyrgyz Republic dated February 1, 2001;

• resolution of the Board of the National Bank of the Kyrgyz Republic No. 45/7 dated November 23, 2002 "On Amendments and Additions to the Regulation 'On the Procedure for Creating Banks and Features of Their Activities in the Territory of the Kyrgyz Republic'", registration number 162-02 of the Ministry of Justice of the Kyrgyz Republic dated December 27, 2002;

• paragraph 3 of the resolution of the Board of the National Bank of the Kyrgyz Republic No. 13/2 dated April 16, 2003 "On Establishing Requirements for Determination of Subjects and List of Offshore Zones", registration number 37-03 of the Ministry of Justice of the Kyrgyz Republic dated April 22, 2003;

• paragraph 1 of the resolution of the Board of the National Bank of the Kyrgyz Republic No. 11/2 dated April 2, 2003 "On Amendments and Additions to the Regulation 'On the Procedure for Creating Banks and Features of Their Activities in the Territory of the Kyrgyz Republic'", registration number 45-03 of the Ministry of Justice of the Kyrgyz Republic dated April 23, 2003;

• resolution of the Board of the National Bank of the Kyrgyz Republic No. 12/6 dated March 29, 2000 "On the Regulation 'On Reorganization of Commercial Banks in the Form of Merger'", registration number 55 of the Ministry of Justice of the Kyrgyz Republic dated April 11, 2000;

• resolution of the Board of the National Bank of the Kyrgyz Republic No. 12/7 dated March 29, 2000 "On the Regulation on Reorganization of Commercial Banks in the Form of Accession", registration number 57 of the Ministry of Justice of the Kyrgyz Republic dated April 14, 2000.

• resolution of the Board of the National Bank of the Kyrgyz Republic No. 21/3 dated June 29, 2005 "On Approval of the Regulation on Licensing of Banking Activities".

5. The Management Department of Supervision Methodology and Licensing of the National Bank of the Kyrgyz Republic shall bring this resolution to the attention of the regional departments of the NBKR and the Representative Office of the National Bank of the Kyrgyz Republic in the Batken Region, commercial banks, JSC "Settlement-Savings Company", and the Kyrgyz Agricultural Financial Corporation.

6. After publication of the registered normative legal act, inform the Ministry of Justice about the source of publication (name of the edition, its number and date).

7. Assign control over the execution of this resolution to S.E. Zhanysbekova, Deputy Chairman of the National Bank of the Kyrgyz Republic.
