their standard values and calculation methodology
Chapter 1. General Provisions
The composition of macroprudential standards and limits established by the National Bank of the Republic of Kazakhstan (hereinafter – National Bank) for their mandatory compliance by banks, branches of banks-non-residents of the Republic of Kazakhstan, includes:
counter-cyclical capital buffer;
sectoral counter-cyclical capital buffer;
borrower debt burden ratio;
borrower debt-to-income ratio.
Chapter 2. Counter-Cyclical Capital Buffer
for banks – from 0 (zero) to 3 (three) percent of the sum of assets, contingent and possible liabilities, weighted by credit risk, assets, contingent and possible claims and liabilities, calculated taking into account market risk, operational risk (hereinafter – risk-weighted assets) in accordance with the Standard Values and Calculation Methodology of Prudential Standards and Other Mandatory Standards and Limits, Bank Capital Size, approved by the Resolution of the Board of the National Bank of September 13, 2017 No. 170 "On Establishing Standard Values and Calculation Methodology of Prudential Standards and Other Mandatory Standards and Limits, Bank Capital Size, and Rules for Calculating and Limiting Open Currency Position" (registered in the Registry of State Registration of Normative Legal Acts under No. 15886) (hereinafter – Standard Values No. 170);

An increase in the standard value of the counter-cyclical capital buffer enters into force no earlier than 12 (twelve) months from the date of the decision by the Financial Stability Council of the Republic of Kazakhstan.
Branches of banks-non-residents of the Republic of Kazakhstan calculate the size of the counter-cyclical capital buffer as the product of assets calculated taking into account risk and the standard value of the counter-cyclical capital buffer established by paragraph 33 of the Standards.
In case branches of banks-non-residents of the Republic of Kazakhstan calculate and form the size of the counter-cyclical capital buffer in violation of the Standards, a restriction is imposed on the branch of a bank-non-resident of the Republic of Kazakhstan on the use of its results in accordance with Calculation Methodology No. 23, regarding the allocation of income to the bank-non-resident of the Republic of Kazakhstan.
The value of the asset adequacy ratio, taken as a reserve k1, taking into account the counter-cyclical capital buffer, taken as a reserve, is achieved through asset components, taken as a reserve, provided for in paragraph 4 of Calculation Methodology No. 23.
Branches of banks-non-residents of the Republic of Kazakhstan do not reflect in accounting the size of the counter-cyclical capital buffer, taken as a reserve, calculated in accordance with the requirements of the Standards.
Chapter 3. Sectoral Counter-Cyclical Capital Buffer
for banks – from 0 (zero) to 6 (six) percent of the sum of assets, contingent and possible liabilities of the corresponding lending segment, weighted taking into account credit risk in accordance with Standard Values No. 170 (hereinafter – sectoral risk-weighted assets);
for branches of banks-non-residents of the Republic of Kazakhstan – from 0 (zero) to 6 (six) percent of the sum of assets, contingent and possible liabilities of the corresponding lending segment, calculated by credit risk in accordance with Calculation Methodology No. 23 (hereinafter – sectoral assets calculated taking into account risk).
In order to prevent double counting of risks, the absolute value of the sectoral counter-cyclical capital buffer of a branch of a bank-non-resident of the Republic of Kazakhstan does not exceed the product of assets calculated taking into account risk and the upper value of the range of the standard value of the counter-cyclical capital buffer.
An increase in the standard value of the counter-cyclical capital buffer enters into force no earlier than 12 (twelve) months from the date of the decision by the Financial Stability Council of the Republic of Kazakhstan.
Branches of banks-non-residents of the Republic of Kazakhstan calculate the size of the sectoral counter-cyclical capital buffer as the product of sectoral assets calculated taking into account risk and the standard value of the sectoral counter-cyclical capital buffer established by paragraph 34 of the Standards.
In case branches of banks-non-residents of the Republic of Kazakhstan calculate and form the size of the sectoral counter-cyclical capital buffer in violation of the Standards, a restriction is imposed on the branch of a bank-non-resident of the Republic of Kazakhstan on the use of its results in accordance with Calculation Methodology No. 23, regarding the allocation of income to the bank-non-resident of the Republic of Kazakhstan.
The value of the asset adequacy ratio, taken as a reserve k1, taking into account the sectoral counter-cyclical capital buffer, taken as a reserve, is achieved through asset components, taken as a reserve, provided for in paragraph 4 of Calculation Methodology No. 23.
Branches of banks-non-residents of the Republic of Kazakhstan do not reflect in accounting the size of the sectoral counter-cyclical capital buffer, taken as a reserve, calculated in accordance with the requirements of the Standards.
