Resolution of the Board of the Central Bank of the Republic of Uzbekistan
On Amendments and Additions to the Regulation on the Procedure and Conditions for Granting Permission for Banking Activities

In accordance with the Laws of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan" and "On Banks and Banking Activities", the Board of the Central Bank of the Republic of Uzbekistan resolves:
Amendments and additions shall be made to the [Regulation](/docs/4909887?ONDATE=01.10.2020 00#4917359) on the Procedure and Conditions for Granting Permission for Banking Activities, approved by Resolution No. 12/1 of the Board of the Central Bank of the Republic of Uzbekistan dated May 25, 2020 (registration number 3252, June 30, 2020) (National Database of Legislative Acts, June 30, 2020, No. 10/20/3252/1098), and its Appendix.
This resolution enters into force from the date of its official publication.

Amendments and Additions to the Regulation on the Procedure and Conditions for Granting Permission for Banking Activities
Sub-paragraph 14 of paragraph 20 and sub-paragraph 13 of paragraph 24 shall be deemed to have lost their force.
In paragraph 132:
the first bullet point shall be stated in the following wording:
"132. When opening a bank branch, and in compliance with the requirements and conditions specified in paragraph 132-1 of this Regulation, the bank shall submit the following to the Central Bank without delay, but no later than 30 days from the date of obtaining the conclusion specified in the fifth bullet point of this paragraph:";
it shall be supplemented with a second bullet point of the following content:
"written notification regarding the opening of a bank branch in the form prescribed by Appendix 13 of this Regulation;";
the second to fourth bullet points shall be considered as the third to fifth bullet points, respectively.
the first bullet point shall be stated in the following wording:
"157. When opening a bank service office, and in compliance with the requirements and conditions specified in paragraph 158 of this Regulation, the bank shall submit the following to the Central Bank without delay, but no later than 30 days from the date of obtaining the conclusion specified in the fourth bullet point of this paragraph:";
it shall be supplemented with a second bullet point of the following content:
"written notification regarding the opening of a bank service office in the form prescribed by Appendix 131 of this Regulation;";
the second and third bullet points shall be considered as the third and fourth bullet points, respectively.
"165. For the registration of amendments and (or) additions to the Charter, the bank shall submit an application to the Central Bank within 30 days from the date of adoption of the relevant resolution, attaching two copies of the following documents:
a copy of the resolution of the relevant competent management body of the bank regarding the introduction of amendments and (or) additions to the Charter (a resolution adopted by a single shareholder, a protocol of the general meeting of shareholders, a protocol of the meeting of the supervisory board);
amendments and (or) additions to the bank Charter signed by the Chairman of the Bank Supervisory Board (or, in his absence, by one of the members of the Supervisory Board).".
"167. If the volume of amendments and (or) additions to the bank Charter is large and complicates work with the Charter, the Central Bank has the right to demand that the bank submit two copies of the new text of the Charter in addition to the documents specified in paragraph 165 of this Regulation. In this case, the Central Bank registers the bank's Charter in the new text.".
"187. When introducing amendments to the bank Charter due to a change in the bank's location (postal address), in addition to the documents specified in paragraph 165 of this Regulation, the following shall be submitted to the Central Bank in two copies:
a reasoned resolution of the bank's competent management body regarding the change of the bank's location (postal address);
the conclusion of the territorial main department of the Central Bank in the place where services are planned to be provided regarding the compliance of the bank's new building, its protection, equipment, organizational and technical means, and software with Central Bank requirements — if the building in which the bank is located has changed;
documents confirming the change of the postal address of the bank's location without a change in the building — if the name of the geographic object where the bank building is located has changed;
information on the possibility of the change in the bank's location affecting depositors and any changes expected in the bank's strategy as a result of such a change — if the bank moves to another administrative-territorial unit (region, district, city, urban-type settlement, village, settlement).".
"188. The Central Bank shall refuse to register amendments to the bank Charter due to a change in the bank's location (postal address) in the following cases:
if the documents specified in paragraphs 165 and 187 of this Regulation are not submitted in full volume or if the submitted documents do not comply with legislative requirements;".
