The Superintendent of Banks, Insurance, and Private Pension Fund Administrators
CONSIDERING:
That, through Resolution SBS No. 6523-2013, the Credit and Debit Card Regulations (hereinafter, the Regulations) were approved, which establishes general provisions applicable to credit and debit cards, including those referring to the responsibilities of companies in carrying out operations and the necessary validations required to verify the identity of each cardholder;
That, through Resolution SBS No. 2286-2024, the regulatory framework for the use of cards was modified, establishing that companies in the financial system must assume responsibility for user identity validation procedures and obtaining their consent when carrying out operations, in cases of unrecognized operations and those processed without requiring enhanced authentication, as well as the obligations of associated companies to comply with mandatory provisions;
That, Article 7 of Resolution SBS No. 2286-2024 set July 1, 2025, as the date for the implementation of regulatory modifications regarding operations with current credit cards, liability for losses on unrecognized operations, and for companies to make mechanisms available to third-party platforms for card tokenization;
That, following the evaluation of the degree of progress in implementing these regulatory adjustments, as well as the volume and transactional activity of cards issued by companies in the financial system, this Superintendence identifies that companies require a longer period to comply with the adjustments mentioned in the previous paragraph, considering, among other aspects, the process of renewing their card stock;
Being in accordance with the opinions of the Adjunct Superintendencies of Banking and Microfinance, and of Regulation and Legal Affairs, as well as the Risk Management and Market Conduct and Financial Inclusion Departments; and,

RESOLVES:
Article First.- Extend the deadline set forth in literal f) of Article 7 of Resolution SBS No. 2286-2024 until April 1, 2026, only regarding the circumstance indicated in literal b.2) of said Article 7.
Article Second.- Extend the compliance deadline established in literal g) of Article 7 of Resolution SBS No. 2286-2024 until April 1, 2026, only with respect to the last paragraph of Article 18 of the Regulations.
Article Third.- This Resolution enters into force the day following its publication in the Official Gazette El Peruano.
