CONSIDERING:
That, in exercise of the powers established in items 7 and 9 of article 349, as well as in the Twenty-Fourth Final and Complementary Provision of the General Law of the Financial System and of the Insurance System and of the Superintendence of Banking and Insurance - Law No. 26702 and its amendments, hereinafter General Law, the Superintendence establishes provisions on accounting recording and on internal and external auditing for Savings and Credit Cooperatives not authorized to capture public funds (Coopac); That, through Resolution SBS No. 1100-2002 this Superintendence approved the Accounting Manual for Savings and Credit Cooperatives not authorized to capture public funds; That, Law No. 30822 modified the Twenty-Fourth Final and Complementary Provision of the General Law and other concordant norms, establishing new provisions regarding the regulation and supervision of Coopac; That, through Resolution SBS No. 480-2019 this Superintendence approved the General Regulation of Savings and Credit Cooperatives Not Authorized to Capture Public Funds; That, it is necessary to replace and adapt to the aforementioned norms, the Accounting Manual for Savings and Credit Cooperatives not authorized to capture public funds; That, in order to collect opinions from the general public regarding the proposal for regulations, the pre-publication of the draft resolution on the matter was ordered on the electronic portal of the Superintendence, in compliance with what is established in the Thirty-Second Final and Complementary Provision of the General Law, item 2 of the Tenth Fifteenth Final Complementary Provision of Law No. 30822 and of Supreme Decree No. 001-2009-JUS; Having the previous technical and positive viability report of the norm from the Adjunct Superintendent of Cooperatives and the approval of the Adjunct Superintendencies of Cooperatives and of Legal Advice; and,

Article First.- Approve the Accounting Manuals for Savings and Credit Cooperatives Not Authorized to Capture Public Funds, of Level 1, Level 2 and Level 3, under the terms indicated in the attached Annex, which is published on the institutional electronic portal (www.sbs.gob.pe), in accordance with what is established in Supreme Decree No. 001-2009-JUS.
Article Second.- This Resolution enters into force from the day following its publication in the Official Newspaper El Peruano.
Article Third.- The Superintendence, through Multiple Office, defines the electronic medium, design and instructions for the submission of financial and complementary information that Coopac must present to the Superintendence, in accordance with article one of this resolution.
Article Fourth.- Coopac constituted before January 1, 2019, must adjust the opening balances of the 2019 exercise to the new accounting policies established in article one of this resolution, accounting for said effect in the accumulated results accounts, in the month of January 2019.
Article Fifth.- Coopac constituted before the entry into force of this resolution, must present the financial and complementary information starting with the information corresponding to the month of March 2019, within the term established in the Accounting Manuals of Levels 1, 2 and 3, as applicable, approved by article one of this resolution.
Regarding information with a frequency less than quarterly, Coopac must present together with the information from March 2019, the information corresponding to the months of January and February 2019.
Article Sixth.- The Coopac referred to in the Fourth Complementary and Transitional Provision of the General Regulation of Savings and Credit Cooperatives Not Authorized to Capture Public Funds, must use in addition to the Accounting Manual corresponding to their level, the descriptions indicated in the Accounting Manuals of higher levels, for the corresponding accounting treatment of operations that are not considered in the level in which they have been classified.
