De Nederlandsche Bank (DNB) assesses fit and proper candidates for positions at banks, credit unions, insurers, pension funds, and other financial institutions, while the Authority for the Financial Markets (AFM) handles audit firms, crypto asset service providers, investment firms, and UCITS managers. DNB and the AFM conduct these assessments independently but cooperate closely, issuing a provisional negative decision if either authority reaches a negative opinion. Both the institution and the candidate are permitted to present their views in response to any provisional negative decision.
