Banks and financial institutions in the Kingdom must deal exclusively with licensed payment service companies and notify SAMA promptly if unlicensed entities provide related services. Licensed payment service companies must obtain SAMA technical approvals and limit services to connectivity and technical support, strictly avoiding direct merchant contracting, KYC compliance, or final settlement. These entities may contract with support providers after verifying approvals and observing Mada system requirements. This circular replaces Circular No. (4208.578) dated 18/11/1442H.
