Reference is made to Saudi Central Bank Circular No. 14326000013910 dated 2/6/1434 H, and Circular No. 77863000073810 dated 8/7/1434 H regarding the preparation of a guide for implementing mechanisms for the implementation of Security Council resolutions, and reference is made to Saudi Central Bank Circular No. 54107000053910 dated 9/5/1434 H, and Circular No. 77627000073910 dated 7/7/1434 H regarding the mechanism for implementing Security Council resolutions related to the prevention of proliferation of weapons of mass destruction and combating terrorism and its financing, and Circular No. 486/130885 dated 9/4/1441 H regarding the implementation of the Third Update of mechanisms for implementing Security Council resolutions related to the prevention of proliferation of weapons of mass destruction and combating terrorism and its financing, and reference is made to the telegram from the Presidency of State Security dated 5/8/1441 H regarding the update of the guide for implementing mechanisms for implementing Security Council resolutions related to the prevention of proliferation of weapons of mass destruction and combating terrorism and its financing, and reference is made to the Supreme Order No. 10130 dated 3/1/1434 H approving the mechanism for implementing Security Council resolutions issued in accordance with Chapter VII of the Charter of the United Nations related to the prevention of proliferation of weapons of mass destruction and combating terrorism and its financing.
The rules in question aim to establish the minimum level of application of the rules of Targeted Financial Sanctions, and apply to Targeted Financial Sanctions related to combating terrorism and its financing and preventing the proliferation of weapons of mass destruction and its financing. The rules replace the circulars of the Saudi Central Bank and apply to financial institutions subject to the supervision of the Saudi Central Bank. The rules must be presented to the Board of Management of the financial institution, or to the senior management of financial institutions in the form of a contribution company, and determine their responsibilities and the responsibilities of the specialized administrative units regarding them.
