SAMA Implementation Framework for BCBS Liquidity Coverage Ratio Disclosure Standards

All Saudi banks must disclose LCR data quarterly within 30 days of quarter-end, effective 1 January 2015. Quantitative disclosures must be consolidated, in Saudi Riyals, and follow the attached Prudential returns. Level 2 assets are capped at 40% of total Level 1 and Level 2 assets, while Level 2B assets are capped at 15% of HQLA. Cash inflows cannot exceed 75% of cash outflows. Banks must publish data points used for averages and provide qualitative discussions on governance, funding, and stress testing.
