S.B.S. Resolution No. 426 -2006 The Superintendent of Banking, Insurance and Private Pension Fund Administrators:

WHEREAS:

That, in accordance with SBS Resolution No. 895-98 of 01 September 1998 and its amending rules, the Accounting Manual for Companies of the Financial System, hereinafter the Accounting Manual, was approved;

That, the aforementioned Accounting Manual contains Chapter V "Annexes and Reports to the Financial Statements", with Annex No. 6 "Debtors' Credit Report - RCD" forming part of said Chapter;

That, it is necessary to have additional information for the implementation of the New Capital Accord – Basel II, as well as on the identification of guarantors and joint debtors of the financial system, in order to improve the credit supervision of debtors and optimize risk measurement;

That, consequently, it is necessary to adapt the design of Annex No. 6 to the new information requirements, as well as to incorporate some modifications in its structure in order to achieve better management of its information;

Having regard to the opinion of the Deputy Superintendencies of Banking and Microfinance, Legal Advisory and Risks, as well as the Economic Studies Department; and,

In use of the powers conferred by numerals 7, 9 and 13 of article 349 of the General Law;

RESOLVES:

Article One.- Amend the Accounting Manual for Companies of the Financial System, in accordance with the Annex attached to this Resolution. In the case of the instructions of Annex No. 6 "Debtors' Credit Report -RCD", which include the identification of guarantors and joint debtors, companies may access said document through the website of this Superintendency and the Supervised Portal.

Article Two.- This Resolution enters into force as from the information corresponding to the month of June 2006.

ANNEX

MODIFICATIONS TO THE ACCOUNTING MANUAL FOR COMPANIES OF THE FINANCIAL SYSTEM

I. Amend Chapters III "Chart of Accounts" and IV "Description and Dynamics of Accounts" in accordance with the following:

1. Incorporate subaccount 8404.10 "Non-Preferred Guarantees – Sureties and Bonds"

2. Replace the name of subaccount 8404.09 "Non-Preferred Guarantees" with " Other Non-Preferred Guarantees.

3. Replace the second paragraph of the description of account 8404 "Guarantees received for credit operations" in accordance with the following text: " Very rapidly realizable preferred guarantees shall be recorded in subaccount 8404.01, preferred guarantees in subaccount 8404.02, self-liquidating preferred guarantees in subaccount 8404.04 and joint sureties or guarantees that have subsidiary liability of a company of the financial system or of the insurance system of the country or abroad in subaccount 8404.05, and must strictly correspond to the guarantees referred to in the Regulation for the Evaluation and Classification of the Debtor and the Requirement of Provisions. The trusts in guarantee of analytical accounts 8404.01.07 and 8404.02.14 shall correspond to those assets expressly indicated in the current rules on the matter. Likewise, in subaccounts 8404.09 and 8404.10 those guarantees that do not have the character of preferred shall be recorded

II. Amend in Chapter V "Annexes and Reports to the Financial Statements" the following:

1. Replace Annex No. 2 "Direct and Indirect Credits by Type of Guarantee" in accordance with the attached format.1

2. Replace Annex No. 6 "Debtors' Credit Report - RCD" in accordance with the attached format.2
