SEC MC No. 23, Series of 2026 — Blockchain-Based Digital Signing and Authentication of SEC-Related Documents Using the SEC VERITAS
The Securities and Exchange Commission mandates the use of the VERITAS blockchain platform for the digital signing and authentication of SEC-related documents, granting them the same legal validity as notarized written documents under the Electronic Commerce Act. Credentialed users must utilize the SEC Check App and on-chain digital signing certificates to sign documents, which are then immutably recorded on a decentralized ledger with cryptographic hashes and QR codes for verification. The system eliminates the requirement for hard copies of authenticated documents, designating the digital version as the official record, while prohibiting the use of externally issued certificates and imposing strict user responsibilities for private key security. Although currently optional alongside existing eSAP authentication, the Commission reserves the right to make VERITAS mandatory for specific filings through future issuances.
