CIEX No. 16/2026
FROM:
GENERAL MANAGEMENT
DEPUTY MANAGEMENT OF PAYMENT SYSTEM AND FINANCIAL SERVICES TO:
FINANCIAL INTERMEDIATION ENTITIES
SUBJECT:
SUPPLEMENTARY PROVISIONS FOR THE REFUND
OF CPVIS III, CPRO-ME AND CPVIS II-ME FUNDS.
Dear Sirs:
Within the framework of the Legal Reserve Regulation (REL) for Financial Intermediation Entities (EIF), approved by Board Resolution (RD) No. 76/2022 and amended by RD No. 157/2026, the Central Bank of Bolivia (BCB) communicates the following provisions regarding the refund of the CPVIS III, CPRO-ME and CPVIS II-ME Funds, in addition to External Circulars CIEX No. 8/2026, of 25 May 2026, and CIEX No. 11/2026, of 13 July 2026:
The refund of the CPVIS III, CPRO-ME and CPVIS II-ME Funds corresponding to Phase I for Multiple Banks, Productive Development Banks and SME Banks is brought forward to 5 November 2026, comprising the refunds originally scheduled for 16 November 2026, 15 December 2026, 15 January 2027, 15 February 2027 and 16 March 2027, in accordance with the schedule set forth in paragraph I of the Sole Additional Provision of the Legal Reserve Regulation for EIFs and communicated through External Circular CIEX No. 8/2026.
Savings and Credit Cooperatives (CAC), Financial Development Institutions (IFD) and Housing Financial Entities (EFV) may optionally avail themselves of the early refund indicated above, for which they must submit a written request in accordance with the model contained in Annex 1 of this Circular, through the channels enabled for that purpose, until 4 November 2026, without postponement.
Requests received after the indicated deadline shall not be considered for the purposes of the early refund.
The refund of the EIFs' participation in the respective Funds shall be made by credit to their current account or reserve account, as applicable. Previously, the BCB shall carry out the cancellation of the outstanding liquidity loans in national currency guaranteed by said Funds, by debit to the EIF's current account or reserve account in national currency. Both the amount to be refunded and the value of the liquidity loans to be cancelled shall be communicated individually to each entity through the email address registered for the Integrated Payment Settlement System (LIP). In the event that the EIF does not have sufficient resources to cover the entirety of its liquidity loans, the BCB shall automatically offset the outstanding balance with the entity's participation in the respective Fund, applying the official exchange rate in force on the date of the operation.
Alternatively, the EIFs may request that the cancellation of their liquidity loans be carried out through the liquidation of the guarantees constituted in the respective Funds, applying the official exchange rate in force on the date of the operation.
Entities that opt for this modality must submit a note addressed to the Financial Entities Management of the BCB, in accordance with the model contained in Annex 2 of this Circular, through the channels enabled for that purpose, until 4 November 2026, without postponement.
Requests received after the indicated deadline shall not be considered and, for the purposes of the early refund, only the procedure established in numeral 2 above shall apply.
The EIFs may request the withdrawal of monetary material in foreign currency for an amount of up to thirty percent (30%) of the resources effectively credited to their current account and/or reserve account in foreign currency, from the date of the early refund operation until 14 December 2026.
The Phase II refund schedule shall continue as established in External Circular CIEX No. 8/2026 and the refunds corresponding to Phase I shall resume in accordance with the schedule from 15 April 2027.
The EIFs must adopt the operational, administrative and financial provisions necessary for the proper compliance with the provisions of this Circular.
Sincerely,
