The Financial Policy Committee’s recommendation on loan to income ratios in mortgage lending: General Guidance (Revised February 2017)

Firms with Part 4A permission to enter regulated mortgage contracts, excluding banks, building societies, insurers, friendly societies, credit unions, and their subsidiaries, must limit high loan-to-income (LTI) mortgage contracts to no more than 15% of new contracts if their cumulative mortgage value reaches £100m. This obligation applies from the start of the second quarter following the determination that the threshold is met, or from 1 October 2014 for existing scope. Firms must monitor this on a four-quarter rolling basis starting Q1 2017, exclude second charges and interest roll-up bridging loans, and maintain records of any allocated LTI allowances within their group.
