Valuation at the Surplus Apportionment Date to Determine the Amount to be Apportioned Between Stakeholders, the Establishment of Contingency Reserve Accounts and Changes of Method or Assumptions

Self-administered funds, fund administrators, valuators and administering insurers of funds exempted under section 2(3)(a) of the Pension Funds Act, 1956 must use best-estimate assumptions, without deliberate margins of conservatism, motivated by fund experience, published statistics or bond yields, and report deviations and their financial impact. Valuators must reconcile the financial effect of changes of method, assumptions and contingency reserve account bases to the Registrar and stakeholders, and certify reserve balances. Minimum benefits apply from 12 months after the surplus apportionment date for active members and from that date, or earlier, for pensioners.
