Canada has no federal licensing regime for traditional payment processing or domestic money transfers; these activities are unregulated provided they do not involve securities or virtual assets. However, entities dealing in virtual currencies or operating as Money Services Businesses (MSBs) must register with FINTRAC under the PCMLTFA. Securities activities are regulated by provincial authorities (e.g., AMF) and the Self-Regulatory Organization (CIRO).
