Banking and Financial Services (Classification and Provisioning of Loans) Regulations, 1995

Issued by the Government of Zambia on the recommendation of the Bank of Zambia, these regulations establish mandatory standards for the classification and provisioning of loans by all licensed banks and financial institutions. The framework requires institutions to implement formal loan review systems, categorize exposures into Pass, Standard, Substandard, Doubtful, or Loss tiers, and maintain minimum provisioning levels of twenty, fifty, and one hundred percent for impaired categories respectively. Financial entities must strictly adhere to non-accrual treatment protocols, sustain adequate loan loss allowances, and submit detailed monthly portfolio reports to the central bank for regulatory oversight.
