Law No. 26/2010 Governing the Holding and Circulation of Securities

The Parliament of Rwanda, sanctioned by President Kagame, enacted Law No. 26/2010 to establish the Central Securities Depository (CSD) and regulate the holding, circulation, dematerialization, and immobilization of securities. The legislation defines CSD functions, participant rights and obligations, and mandates the Central Bank to oversee book-entry settlement mechanisms. It further standardizes financial collateral arrangements, establishes administrative sanctions for non-compliance, and repeals inconsistent legal provisions to ensure a unified securities market framework.
