Notice 645 Computation of Total Debt Servicing Ratio for Property Loans

Banks must compute the Total Debt Servicing Ratio for property loans, excluding refinancing of owner-occupied residential properties or secured facilities where the loan-to-value ratio does not exceed 50%. Banks must not grant HDB flat or EC loans where total monthly debt obligations exceed 30% of gross income, and must restrict income inclusion to 70% for variable employment or rental income without sufficient documentation. Compliance requires independent assessment of existing debt, due diligence on property purchase vehicles, and obtaining written borrower declarations.
