Consolidated Financial Institutions (Capital Adequacy) Regulations 2010-2023

Issued by the Central Bank of Seychelles under the Financial Institutions Act, 2004, these regulations mandate licensed banks to maintain a minimum unimpaired paid-up capital of R20 million and enforce strict capital adequacy ratios of 12% for total capital and 6% for core capital. The framework details comprehensive risk-weighting methodologies for on- and off-balance sheet exposures, incorporating credit, market, and operational risk components alongside recognized credit risk mitigation techniques. Updated by Statutory Instrument 113 of 2023, the rules require monthly capital reporting within fifteen days and empower regulators to impose higher capital ratios based on individual bank risk profiles.
