Building operational resilience: impact tolerances for important business services and feedback to DP18/04

The Financial Conduct Authority proposes that specified firms, including banks, building societies, PRA-designated investment firms, Solvency II firms, Recognised Investment Exchanges, Enhanced scope Senior Managers & Certification Regime firms, and entities authorized under the Payment Services Regulations 2017 or Electronic Money Regulations 2011, identify important business services that could cause harm to consumers or market integrity if disrupted. These firms are required to map supporting resources, set impact tolerances defining maximum tolerable disruption, and test their ability to remain within these tolerances through severe but plausible scenarios. The consultation invites comments on these proposals by 3 April 2020, with finalized rules expected in a subsequent Policy Statement.
