General Determinations on Fraud, Cheque Accounts and Bank Charges

The Bank of Namibia issued three determinations under the Banking Institutions Act, 1998, requiring banking institutions to implement enhanced fraud reporting, compulsory cheque account suspensions, and transparent fee disclosure. The first determination mandates detailed reporting for fraud cases exceeding N$10,000 and immediate notifications for those over N$500,000 to build a centralized fraud database, while the second compels banks to suspend cheque facilities for customers with five returned cheques due to insufficient funds over three months, enforcing interbank screening and suspension periods of six months to five years. The third determination requires institutions to publicly display maximum charges for basic services, submit disclosure documents for regulatory approval by March 1999, and report annual fee structure changes.
