Joint Guidelines on the prudential assessment of acquisitions and increases of qualifying holdings in the financial sector

The European Banking Authority, the European Insurance and Occupational Pensions Authority, and the European Securities and Markets Authority issued these Joint Guidelines to harmonize the prudential assessment of acquisitions and increases of qualifying holdings across the banking, insurance, and securities sectors. The document establishes clear procedural rules, defines key concepts such as indirect holdings and persons acting in concert, and specifies strict prudential criteria for competent authorities to evaluate proposed acquirers. These guidelines aim to ensure legal certainty, transparency, and consistent supervisory practices throughout the European Union, with compliance required by national authorities from October 2017.
