With effect for exchange transactions agreed from 15 June 2012, point 2 of Communication "A" 4308 (as replaced by Communication "A" 5086) is replaced. Local financial institutions may access the local exchange market via exchange tickets to cover foreign currency needs from buying and selling securities of their own holdings in four cases: external financing via repos; primary subscription of National Government bonds denominated and subscribed in foreign currency; primary subscription of non-financial private companies' bonds similarly denominated, where eligible for lendable capacity of local foreign currency deposits; and transactions with securities registrable on self-regulated stock exchanges and markets where matched with sales or purchases to the Central Bank within the same or adjacent business day, or under a portfolio adaptation program. The change does not apply to pending-settlement transactions agreed before the effective date that complied with then-current rules.
