The

National

Commission

of

Insurance

and

Surety

Bonds,

based

on

the

provisions

of

articles

366,

section

II,

367,

section

II,

372,

sections

VI

and

XLII,

and

of

the

Law

of

Insurance

and

Surety

Bond

Institutions,

and

CONSIDERING

That

on

March

8,

2017,

the

"Agreement

that

establishes

the

guidelines

that

must

be

observed

by

the

dependencies

and

decentralized

organisms

of

the

Federal

Public

Administration,

regarding

the

issuance

of

general

administrative

acts

to

which

Article

69-H

of

the

Federal

Administrative

Procedure

Law

applies",

was

published

in

the

Official

Journal

of

the

Federation,

through

which,

in

terms

of

its

Fifth

Article,

the

Dependencies

of

the

Federal

Public

Administration

that

issue

new

general

administrative

acts,

must

expressly

indicate

in

the

corresponding

draft

the

two

regulatory

obligations

or

the

two

acts

that

will

be

repealed

or

abolished

and

that

refer

to

the

same

subject

or

regulated

economic

sector.

That

in

terms

of

what

is

provided

in

the

first

paragraph

of

Article

of

the

General

Law

on

Regulatory

Improvement,

for

the

issuance

of

regulations,

the

obligated

subjects

referred

to

in

section

XIX

of

Article

of

the

referenced

legal

instrument,

must

expressly

indicate

in

their

regulatory

proposal

the

regulatory

obligations

or

acts

to

be

modified,

repealed,

or

abolished,

with

the

purpose

of

reducing

the

cost

of

compliance

with

them

by

an

amount

equal

to

or

greater

than

that

of

the

new

obligations

of

the

regulatory

proposal

that

is

intended

to

be

issued

and

that

refers

to

the

same

subject

or

regulated

sector.

That

in

order

to

comply

with

the

commitment

established

in

the

sixth

paragraph

of

the

considering

part

of

Amending

Circular

8/21

of

the

Single

Circular

on

Insurance

and

Surety

Bonds,

regarding

the

administrative

simplification

of

the

CNSF-17-001

"Submission

of

the

Regulatory

Report

on

Statistical

Information

(R-8)"

process,

as

referred

to

in

Provision

and

XXV

of

the

Single

Circular

on

and

observing

what

is

provided

in

the

the

Commission

hereby
