The Securities and Exchange Commission amends the 2001 Mutual Fund Rules to redefine 'promoter' to include entities forming funds in writing with other regulated institutions. The amendments require promoters to hold at least 1/10th of the 10% stake in short-term funds for one year post-listing and in long-term funds for one year post-dissolution. New provisions mandate filing a draft prospectus within three months of registration, appoint asset managers via contract, publish approved schemes in newspapers, limit redemption price adjustments to 15% of NAV, and require minimum dividend distributions of 70% of annual profits. Additionally, specific clauses in the Second and Third Schedules are deleted or modified.
