In accordance with the Law of the Republic of Uzbekistan "On the Central Bank of the Republic of Uzbekistan," the Decree of the President of the Republic of Uzbekistan dated October 4, 2025, No. PF-180 "On Measures to Introduce a Special Tax Regime for Foreign Citizens," the Resolution dated April 30, 2025, No. PQ-153 "On Further Strengthening Activities to Combat Crimes Committed Using Information Technology," and the Resolution dated September 16, 2025, No. PQ-286 "On Further Accelerating the Implementation of Digital Technologies in the Regions, Sectors, and Industries of the Republic," the Management Board of the Central Bank of the Republic of Uzbekistan has decided:
Amendments and additions shall be made to the Appendix of the [Instruction](/docs/-6379336?ONDATE=09.02.2023 00#-6379381) on the Procedure for Opening, Maintaining, and Closing Bank Accounts, approved by Resolution No. 30/18 of the Management Board of the Central Bank of the Republic of Uzbekistan dated January 4, 2023 (registration number 3420, February 8, 2023) (National Database of Legal Information, February 9, 2023, No. 10/23/3420/0081).
This resolution enters into force from the date of its official publication.

Amendments and Additions Being Made to the Instruction on the Procedure for Opening, Maintaining, and Closing Bank Accounts
be supplemented with the following seventh bullet point:
“escrow account — a special bank account opened by the bank (escrow agent) to receive and hold funds received from the account holder (depositor), and providing for the obligation to transfer them to another person (beneficiary) upon the existence of grounds specified in the escrow agreement;”;

This information is entered into the bank's database programmatically and cannot be modified by the bank.”.
“Documents for opening bank accounts are submitted by persons authorized by the signatures of the customer on the specimen signature sheet or by persons authorized to act on behalf of legal entities, except for cases of remote opening of bank accounts by legal entities whose founders are residents of the Republic of Uzbekistan, individual entrepreneurs, and IT-Park residents whose founder is a non-resident.”.
“7. When opening bank accounts for non-resident legal entities that are participants in cryptocurrency exchange transactions, banks must study such non-resident legal entities and the sources of funds credited to their accounts in accordance with the 'Know Your Customer' (KYC, e-KYC and/or video-KYC) and 'Anti-Money Laundering and Combating the Financing of Terrorism' (AML/CFT) systems.”.

Non-resident individuals submit an application to the bank for opening deposit accounts in national and foreign currencies, the original or electronic form of the document confirming the identity of the non-resident individual (biometric passport or identification ID card or new sample driver's license), and the document confirming the non-resident individual's presence (residence) in the Republic of Uzbekistan, except for cases where IT-park residents who are foreign specialists have obtained a personal identification number (JSHSHIR) of the individual through diplomatic missions (consular institutions) of the Republic of Uzbekabad abroad, or where there is an opportunity for remote opening of bank accounts through digital identification (Face-ID) or relying on the bank's 'Know Your Customer' (KYC, e-KYC and/or video-KYC) and 'Anti-Money Laundering and Combating the Financing of Terrorism' (AML/CFT) systems with which the bank has established representation relations.
Banks may request documents confirming the non-resident individual's registration for a fixed period (not less than three months) and activity in the Republic of Uzbekistan (information certificate regarding permanent or temporary registration in the Republic of Uzbekistan, documents confirming employment or study, and sources of income).
Foreign specialists who are IT-park residents and have obtained a personal identification number (JSHSHIR) of the individual through diplomatic missions (consular institutions) of the Republic of Uzbekistan abroad may open bank accounts remotely.
If a non-resident individual has previously opened a bank account in the respective bank, they may open other bank accounts remotely in that bank.
