The Securities and Exchange Commission of Pakistan amends the Companies (Further Issue of Shares) Regulations, 2020, to exempt right issues from certain provisions if a No Objection Certificate is obtained from financial institutions. The amendments remove the requirement to submit specific documents along with the application in regulations 3 and 5, and insert a marginal heading for fees in regulation 13. Schedule I is updated to specify timelines for placing draft offer documents on websites and seeking public comments, while mandating detailed disclosures regarding loan defaults, debt restructuring, and recovery proceedings in right issue offer documents.
