Annual disclosure regarding the designation of and capital surcharges on Belgian O-SIIs (1 December 2017)
The National Bank of Belgium maintains the capital surcharges for eight designated Other Systemically Important Institutions (O-SIIs) for the 2018 period. BNP Paribas Fortis, KBC Group, Belfius Bank, and ING Belgium are placed in Bucket 2 with a 1.5% Common Equity Tier 1 capital surcharge, while Euroclear, The Bank of New York Mellon, Argenta, and Axa Bank Europe are placed in Bucket 1 with a 0.75% surcharge. These rates reflect the third year of a three-year phase-in period that began on 1 January 2016. The designations were determined using the EBA methodology, with automatic designation based on calculated scores for the first six institutions and discretionary designation for Argenta and Axa Bank Europe.
