Applications Supported by Blocked Amount (ASBA) facility in Rights Issues

All shareholders of an issuer company as on the record date, except renouncees, may apply through ASBA via SCSBs, selecting the ASBA option in Part A and using a bank account maintained with an SCSB; non-shareholders are excluded. Merchant Bankers, Registrars and SCSBs must provide the facility with suitable modifications to SEBI's book-building ASBA process. SCSBs block application money until the Registrar instructs release, after the designated stock exchange confirms 90% minimum subscription; Registrars validate applications and finalise allotment. On a pilot basis, ASBA applies to Tata Motors Ltd and Sadhana Nitro Chem Ltd rights issues opening September 29, 2008.
