Assessment Framework for Broker Management Rating
PACRA issues this assessment framework to standardize the evaluation of brokers' management quality and service delivery through a dedicated Broker Management Rating (BMR) scale. The methodology assigns qualitative ratings from BMR 1A (Excellent) to BMR 5 (Weak) based on regulatory compliance, control environments, financial management, governance, risk frameworks, and operational functions. It establishes standardized rating modifiers—including Outlook, Watch, Suspension, and Withdrawal statuses—and mandates comprehensive biannual surveillance to ensure ongoing rating accuracy and timely upgrades or downgrades.
