Law No. 2007-036 of January 14, 2008 on Investments in Madagascar
The Republic of Madagascar issued Law No. 2007-036 to establish a transparent, incentive-driven framework for all domestic and foreign investments by creating the autonomous Economic Development Board of Madagascar (EDBM) as a single-window facilitator. The legislation guarantees equal treatment, 100% foreign ownership, property rights protection, free capital transfers, and fiscal stability while streamlining administrative procedures, visa issuance, and corporate registration. It further mandates HIV/AIDS workplace programs, grants specialized expatriates professional residence visas with employment flexibility, and enables foreign-controlled companies to acquire or lease corporate real estate under a unified authorization system.
