The Securities and Exchange Commission amends the 1996 Merchant Banker and Portfolio Manager Rules to increase paid-up capital requirements for applicants seeking to engage in underwriting, portfolio management, and issue management. Specifically, the minimum paid-up capital is set at 2.50 billion BDT for issue management, 12.50 billion BDT for underwriting, and 25 billion BDT for combined activities, with a one-year transition period to reach these thresholds. The amendment also establishes leverage caps, prohibiting underwriters and merchant bankers from underwriting more than five times their capital plus free reserves, and portfolio managers from managing funds exceeding five times their capital plus free reserves.
