Article 23 of the Foreign Exchange Regulation of March 25, 2014, is amended to require prior submission of model 'EB' (exports) and 'IB' (imports) declarations for all goods transactions, excluding frontier trade and gold operations conducted by the Central Bank for official reserve purposes. The regulation clarifies that gold, whether raw, refined, or transformed, handled by the Central Bank or its designated agents for export, import, refining, or non-resident depositary conservation, falls under the Republic's official foreign exchange reserve constitution. This regulation enters into force upon signature, effective August 17, 2026, and repeals any prior contradictory provisions.
