Law No. 18/027 establishes the organization and functioning of the Central Bank of the Congo, affirming its independence and defining its primary objective of ensuring price stability. The law sets the bank's capital at 213 billion Congolese francs, fully subscribed by the State, and grants it exclusive authority over monetary policy, banking supervision, and the regulation of payment systems. It prohibits the bank from financing the State directly, guarantees the seizure-proof status of its assets, and mandates the publication of its annual financial statements and the Governor's audition before Parliament to ensure transparency and accountability.
