This regulation prohibits individuals from transporting cash equal to or exceeding USD 10,000 (or equivalent) across borders or between cities within the Democratic Republic of Congo, requiring such amounts to be transferred via banking channels unless local financial infrastructure is unavailable. It authorizes licensed credit institutions, financial companies, and other authorized financial institutions to transport such cash sums only with prior approval from the Central Bank of Congo. The rule establishes a streamlined application process via a dedicated digital platform, mandating a two-business-day response time for approvals and imposing strict reporting obligations on institutions to submit proof of delivery and transporter identity within seven business days of the operation. The regulation repeals previous exchange regulations and takes effect upon signature.
