The Central Bank of Timor-Leste establishes that cash transport into or out of the country requires authorization if the amount equals or exceeds USD 20,000, with a strict prohibition on amounts equal to or exceeding USD 150,000 except for licensed financial institutions or exceptional cases causing grave prejudice. The regulation mandates a written application submitted at least five days prior to transport, imposes processing fees of USD 100 for standard requests and USD 300 for urgent ones, and sets fines of up to USD 5,000 for violations. It also introduces specific procedures for urgent cases, multiple transport attempts to evade limits, and the return of fees in cases of implicit rejection.
