Instruction No. 63 on the Provision of Emergency Liquidity to Banks

Instruction No. 63 establishes the operational framework for the Banque Centrale du Congo to provide emergency liquidity to eligible banks facing temporary liquidity imbalances. Eligibility is restricted to systemically important banks, or other banks at the discretion of the Regulatory Authority, provided they are solvent, have exhausted other funding sources, and offer acceptable collateral. The facility is capped at two weeks in calibration and three months in duration, carries an interest rate at least 3.5 percentage points above the marginal lending facility rate, and imposes strict conditions including dividend suspension, daily reporting, and a validated financing plan. The decision to grant liquidity rests with the Governor, and all related information is strictly confidential.
