Chapter 1 General Provisions

Article 1 (Purpose) The purpose of these Procedures is to stipulate the details necessary for the IT operations of the Bank of Korea Won International Settlement Network (hereinafter referred to as the "BoK International Network") as delegated by the "Rules for Operation and Management of the Bank of Korea Won International Settlement Network" (hereinafter referred to as the "Detailed Rules").

Article 2 (Definitions) The terms used in these Procedures have the following meanings:

"Participating Institution" refers to the "BoK International Network Participating Institution" as defined in Article 2, Paragraph 1 of the Detailed Rules.
"Server" refers to the server of a Participating Institution registered with the Bank of Korea for the use of the BoK International Network.
"Disability" refers to a state where the access equipment, communication lines, programs, etc., used in the BoK International Network lose their original functions, making it impossible to process business.
"Disaster" refers to a state where the BoK International Network cannot be operated at the main IT center of the Bank of Korea and Participating Institutions due to natural or man-made disasters or harm.

Chapter 2 Connection to the BoK International Network

Article 3 (Communication Protocol) The communication protocol for Participating Institutions to connect to the BoK International Network shall use TCP/IP, and the message standard shall be ISO 20022 as presented by the Bank of Korea.

Article 4 (Communication Lines)

Participating Institutions must connect communication lines to the Bank of Korea's main IT center and disaster recovery center, respectively.
The communication lines for connection to the Bank of Korea's main IT center shall consist of two dedicated lines (PTN) from different suppliers, and the communication line for connection to the Bank of Korea's disaster recovery center shall be one public network line (e.g., xDSL).
The communication line between the Bank of Korea's main IT center and the Participating Institution's disaster recovery center shall be one public network line.
The Director of IT Strategy of the Bank of Korea (hereinafter referred to as the "Director of IT Strategy") shall determine the speed, configuration method, etc., of the communication lines in consultation with the Participating Institution, considering the purpose of the communication lines and disaster countermeasures.

Article 5 (Access Equipment)

The specifications of the communication equipment and servers that Participating Institutions must possess to connect to the BoK International Network are as specified in the <Appendix>.
Communication lines and communication equipment must be used exclusively for the BoK International Network.
When a Participating Institution connects to the BoK International Network for the first time or wishes to change existing connection details, it must possess the communication equipment specified in Paragraph 1 and submit the "BoK International Network Connection Application Form" <Form No. 1 attached hereto> to the Director of IT Strategy at least 10 business days before the intended connection date.
When a Participating Institution registers or changes/deletes the registration of server IP addresses and Service Ports for the first time, it must submit the "BoK International Network Connection Server Registration Application Form" <Form No. 3 attached hereto> to the Director of IT Strategy at least 10 business days before the desired registration date.

Article 6 (Disconnection of Connection)

If a Participating Institution ceases to use the BoK International Network due to withdrawal or other reasons, the Director of IT Strategy must delete the settings of the communication network access equipment and security equipment.
When a Participating Institution wishes to discontinue its connection to the BoK International Network, it must submit the "BoK International Network Disconnection Application Form" <Form No. 2 attached hereto> to the Director of IT Strategy at least 10 business days before the intended disconnection date.

Chapter 3 Use of the BoK International Network

Article 7 (Server Access Business)

The BoK International Network supports only server access methods, and business processing via server access must follow the methods determined by the Bank of Korea.
Participating Institutions must continuously monitor the system status during the operating hours defined in Article 11 of the Detailed Rules and cooperate with the system maintenance and maintenance schedules announced by the Bank of Korea.
Participating Institutions wishing to change business processing via server access must conduct a system test with the Bank of Korea in advance.
Participating Institutions wishing to conduct a system test must request the test to the Director of Financial Settlement of the Bank of Korea (hereinafter referred to as the "Director of Financial Settlement") at least 10 business days before the desired test date.
The Director of IT Strategy and the Director of Financial Settlement shall consult and conduct the test based on the request under Paragraph 4.

Chapter 4 Disaster Recovery Measures

Article 8 (Procedures for Handling Disability or Disaster)

If a Participating Institution determines that normal business processing is impossible due to a disability or disaster of its access equipment, communication lines, etc., it must notify the Director of IT Strategy without delay.
Upon receiving the notification under Paragraph 1, or if the Director of IT Strategy determines that normal business processing is impossible due to a major disability or disaster of equipment related to the BoK International Network, it must notify the Director of Financial Settlement without delay.
If a Participating Institution cannot process normal business due to the reasons in Paragraph 1, it must process business according to the instructions of the heads of relevant departments, such as the Director of IT Strategy and the Director of Financial Settlement.
When the BoK International Network is recovered from a disability or disaster, the Participating Institution must verify the transaction contents immediately prior to the occurrence of the disability or disaster and then execute subsequent transactions. If there are abnormalities in the transaction contents, it must notify the heads of relevant departments of the Bank of Korea without delay.

Article 9 (Disability or Disaster Recovery Training) Participating Institutions must participate in disability recovery or disaster recovery training conducted by the Bank of Korea.

Chapter 5 Communication Network Management

Article 10 (Communication Line Management)

Business related to the subscription, change, and disconnection of communication lines shall be handled by the party bearing the communication line usage fee as per Article 6, Paragraph 4 of the Detailed Rules.
The Bank of Korea is responsible for the management of the dedicated line connecting the Bank of Korea's main IT center and the Participating Institution's main IT center, and the management section extends to the line termination device on the Participating Institution's side. However, the public network line connecting the Bank of Korea's main IT center and the Participating Institution's disaster recovery center must be inspected by the Participating Institution.

Article 11 (Access Equipment Management)

Participating Institutions must maintain and manage the access equipment for the BoK International Network so that it can be used in optimal condition.
Participating Institutions may not transfer or lend the access equipment for the BoK International Network, nor may they change or copy it for use without the approval of the Director of IT Strategy.
Participating Institutions must designate managers for each access equipment and must record and maintain the content when the manager is replaced.
Participating Institutions must conduct self-inspection of access equipment upon request by the Bank of Korea and notify the Director of IT Strategy of the inspection results.

Chapter 6 Security Measures

Article 12 (Communication Network Security Measures)

Participating Institutions must install security equipment designated by the Bank of Korea and manage such equipment confidentially.
Security settings for security equipment shall be applied by the Bank of Korea, and Participating Institutions must not change them arbitrarily.
The Director of IT Strategy may inspect the management status of security equipment of Participating Institutions.
Participating Institutions must not connect the BoK International Network with the Participating Institution's internal computer network. However, this is an exception if separate security measures are applied through consultation with the Bank of Korea.
The communication line connecting the Bank of Korea's disaster recovery center and the Participating Institution's main IT center must be connected only in the event of a disaster at the Bank of Korea's main IT center. Under normal circumstances, access to the public network must be blocked by methods such as turning off the power of communication equipment (e.g., xDSL modems). However, if requested to connect by the IT Strategy Department of the Bank of Korea, it must be connected immediately.

Article 13 (Restriction on Use of Access Equipment)

Participating Institutions must use the access equipment under Article 5 exclusively for the BoK International Network. However, if the Director of IT Strategy deems it necessary for the efficient operation of the communication network, the access equipment may be used jointly for business other than BoK International Network business.
The Participating Institution shall be responsible for all problems arising from a violation of the obligation under Paragraph 1.

Article 14 (Relationship with Other Regulations) For matters not stipulated in these Procedures regarding the IT operations of the BoK International Network, the "Bank of Korea Financial Settlement Network IT Operations Procedures" and the "National Treasury Computer Network IT Operations Procedures" shall be applied mutatis mutandis within the scope delegated by the Detailed Rules.

Supplementary Provisions (September 8, 2026) These Procedures shall come into effect from the date separately determined by the Director of IT Strategy.

<Appendix> Specifications of BoK International Network Access Equipment
