BCB NORMATIVE INSTRUCTION NO. 518, OF SEPTEMBER 3, 2024

Amends BCB Normative Instruction No. 492, of July 24, 2024, and adjusts formulas of MCR – Document 4 (Summary of Judgment and Review of Coverage Request), of the Manual of Rural Credit (MCR).

The Head of the Department of Regulation, Supervision and Control of Rural Credit and Proagro Operations (Derop), in use of the attributions conferred upon him by art. 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to BCB Resolution No. 340, of September 21, 2023, and based on the provision of letter “m” of item 1 of Section 1 of Chapter 12 of the Manual of Rural Credit (MCR),

R E S O L V E:

Art. 1º BCB Normative Instruction No. 492, of July 24, 2024, shall enter into force with the following alterations:

Art. 2º The filling instructions of MCR – Document 4 of the Manual of Rural Credit (MCR) shall enter into force with the following alterations:

Field 13 - Due Coverage: register the result of the multiplication obtained between the sum of the values of fields C8, C10 and C11 and the value of field B19, with a view to the application of possible deductions due to the risks of the Zarc of the crop. *C13=(C8+C10+C11)B19

Field 1 - Coverage of Financing Credit: register the proportional value of the due coverage corresponding to the financing credit portion of the beneficiary. D1=C13-D2-D3-D4

Field 2 - Coverage of Own Resources: register the proportional value of the due coverage corresponding to the own resources portion of the beneficiary. D2=C13*C3.2/(C3.1+C3.2+C5+C10+C11)

Field 3 - Coverage of the Minimum Income Guarantee of Proagro Plus: register the proportional value of the due coverage corresponding to the minimum income guarantee portion of the beneficiary. D3=C13*C10/(C3.1+C3.2+C5+C10+C11)

Field 4 - Coverage of the Investment Portion of Proagro Plus: register the proportional value of the due coverage corresponding to the investment portion of the beneficiary. D4=C13*C11/(C3.1+C3.2+C5+ C10+C11)” (NR)

Art. 3º The alterations established in art. 2º apply to operations classified under Proagro from July 1, 2024.

Art. 4º This BCB Normative Instruction enters into force on the date of its publication.

This Normative Instruction (BCB NI) aims to amend BCB Normative Instruction No. 492, of July 24, 2024, and adjust formulas of MCR – Document 4 (Summary of Judgment and Review of Coverage Request), of the Manual of Rural Credit (MCR).

2. It is worth highlighting that, by virtue of art. 24 of Decree No. 10,411, of June 30, 2020, the issuance of normative acts by the organs and entities of the direct, autarchic and foundation federal public administration, from October 14, 2021, must be preceded by a Regulatory Impact Analysis (RIA). However, in its article 4º, the aforementioned decree establishes the hypotheses for dispensing with the realization of RIA. This BCB NI falls under the hypothesis provided for in item II, a normative act intended to regulate rights or obligations defined in a hierarchically superior norm that does not allow, technically or legally, different regulatory alternatives. Thus, based on item II of art. 4º of Decree No. 10,411, of 2020, it is understood that the issuance of this BCB NI dispenses with the realization of RIA.
