The Head of the Circulating Medium Department - Mecir, acting, in the use of the attributions conferred upon him by art. 23, I, item "a", of the Internal Regulations of the Central Bank of Brazil, disclosed by BCB Resolution No. 340, of September 21, 2023, in view of the provisions of art. 17 of BCB Resolution No. 194, of February 24, 2022,
R E S O L V E S :
Art. 1 This Normative Instruction establishes criteria for evaluation, classification, and visual reference standards for legitimate national currency for the sanitation of the circulating medium, and provides for the procedures to be observed by institutions authorized by the Central Bank of Brazil, holders of a Bank Reserves account or a Settlement Account, for the execution of circulating medium operations.
TITLE I
OF THE CRITERIA FOR EVALUATION, CLASSIFICATION, AND VISUAL REFERENCE STANDARDS FOR LEGITIMATE NATIONAL CURRENCY FOR THE SANITATION OF THE CIRCULATING MEDIUM
CHAPTER I
OF THE CRITERIA FOR EVALUATING NATIONAL CURRENCY
Art. 2 The criteria for evaluating the general state of conservation of legitimate national banknotes are the following:
I - soiling, characterized by an increase in the thickness of the substrate (paper) and/or by the darkening of the banknote, notably its lighter colored parts;
II - wear, characterized by the loss of substrate rigidity and/or by the reduction of the intaglio printing or discoloration of the printing ink;
III - stain, characterized by a localized concentration of chemical or organic substances on the substrate, such as oils, colored liquids, inks, food residues, etc.;
IV - marks, characters, or foreign elements, characterized by insertions of stamps, words, numbers, drawings, scratches, scribbles, adhesive tapes, and other signs or materials that compromise the integrity or hinder the verification of the currency's authenticity; and
V - damages that affect its integrity, such as tears, cuts, or holes with or without loss of original dimensions.
Sole Paragraph. Banknotes suspected of damage caused by an anti-theft device must be treated in accordance with specific legislation.
CHAPTER II
OF THE CLASSIFICATION OF LEGITIMATE NATIONAL BANKNOTES
Art. 3 Banknotes must be considered unsuitable for circulation and classified as not useful when they present at least one of the following characteristics:
I - damages that affect their integrity, such as tears, cuts, or holes with or without loss of original dimensions, also observing the criteria for loss of value provided for in art. 6 of BCB Resolution No. 194, of February 24, 2022; or
II - wear or soiling, due to use, to a moderate or high degree, characterized by a darkened substrate, far from its original rigidity, with intaglio prints that are difficult to identify or with ink discoloration; or
III - with stains, marks, characters, or foreign elements that disfigure their original characteristics or security features.
Sole Paragraph. Examples of not useful banknotes are found in Annex I of this Normative Instruction.
Art. 4 Banknotes must be considered suitable for circulation and classified as useful when they do not present any of the characteristics provided for in art. 3 of this Normative Instruction.
Art. 5 Banknotes must be considered unsuitable for circulation and classified as mutilated when:
I - raise doubt as to the preservation of value, observing the valuation criteria provided for in art. 6, II and III, of BCB Resolution No. 194, of February 24, 2022; or
II - are burned or adhered to each other, due to floods, the action of biological agents, chemical processes, or any other reason, making their verification or exact quantification impossible.
CHAPTER III
OF THE CLASSIFICATION OF LEGITIMATE NATIONAL METALLIC COINS
Art. 6 Coins must be classified as useful and considered suitable for circulation when they are intact and without defects.
Art. 7 Coins must be classified as not useful and considered unsuitable for circulation when they present at least one of the following characteristics:
I - surface bent, dented, corroded, melted, rusted, perforated, or cut, provided that their dimensions and weight are greater than 50% (fifty percent) of the original standards; or
II - surface with damages that make it difficult to identify the denomination or recognize the technical and thematic characteristics.

TITLE II
OF THE PROCEDURES FOR THE EXECUTION OF CIRCULATING MEDIUM OPERATIONS
CHAPTER I
OF THE FORWARDING OPERATION DUE TO THE STATE OF CONSERVATION OF THE CURRENCY
Art. 8 Legitimate national banknotes considered unsuitable for circulation and classified as not useful, according to the provisions of art. 3 of this Normative Instruction, must be withdrawn from circulation through deposit or exchange operations at the custodian institution, when they are intact and in conditions to be processed by sorting and/or counting equipment.
§ 1 Legitimate national banknote fragments that clearly have value must be withdrawn from circulation, classified as not useful, and forwarded to the custodian institution, through deposit or exchange operations, after being reassembled in accordance with the sole paragraph of art. 19 of this Normative Instruction.
§ 2 Legitimate national banknote fragments that raise doubt as to the preservation of value must be withdrawn from circulation and forwarded directly to the Central Bank of Brazil as mutilated, for valuation examination, through a remittance operation.
Art. 9 Legitimate national banknotes, including those represented by fragments, that are burned or adhered to each other, due to floods, the action of biological agents, chemical processes, or any other reason, making their verification or exact quantification impossible, must be forwarded directly to the Central Bank of Brazil, for valuation examination, through remittance operations, classified as mutilated.
Art. 10. Legitimate national metallic coins considered unsuitable for circulation and classified as not useful, according to the provisions of art. 7 of this Normative Instruction, must be forwarded directly to the Central Bank of Brazil, for valuation examination, through remittance operations.
CHAPTER II
OF WITHDRAWAL, DEPOSIT, AND EXCHANGE OPERATIONS
Section I
Of the registration, service, and cancellation of withdrawal, deposit, and exchange operations at the custodian institution and of contingency
Art. 11. Requests for withdrawal, deposit, and exchange of currency at the custodian institution must be registered by institutions authorized by the Central Bank of Brazil, holders of a Bank Reserves account or a Settlement Account, through a message in the Circulating Medium System (CIR), in advance or on the day of the operation's service.
§ 1 The service of currency withdrawal requests registered less than 48h (forty-eight hours) before the operation date depends on confirmation by the custodian institution, via a message in the CIR.
§ 2 Service by the custodian institution will be guaranteed for currency withdrawal requests registered at least 48h (forty-eight hours) in advance of the operation date, with the confirmation message being automatic in these cases.
§ 3 The service of currency deposit and exchange requests does not require a confirmation message from the custodian institution.
Art. 12. After receiving the service confirmation message, institutions authorized by the Central Bank of Brazil, holders of a Bank Reserves account or a Settlement Account, must inform the representatives who will participate in the operation, via a message in the CIR.
Art. 13. Withdrawal, deposit, or exchange requests for currency not yet executed may be canceled by institutions authorized by the Central Bank of Brazil, holders of a Bank Reserves account or a Settlement Account, through a specific message defined in the National Financial System Services Catalog, observing the provisions regarding custody remuneration.
Sole Paragraph. Confirmed withdrawal requests may only be canceled by the custodian institution due to unforeseen circumstances or force majeure preventing service.
Art. 14. In case of contingency at the custodian institution, the service of currency withdrawal and deposit requests must observe the routines defined by the Circulating Medium Department for each specific case.
Section II
Of the execution of currency withdrawal, deposit, or exchange
Art. 15. The minimum quantity for withdrawal, deposit, or exchange of banknotes at the custodian institution must be one hundred banknotes of the same family, same denomination, and same classification, allowing only operations in multiples of 100 (one hundred).
Sole Paragraph. Banknotes suspected of damage caused by an anti-theft device due to accidental discharge or attempted theft or robbery, which are in conditions to be processed by sorting or counting equipment, may be deposited at the custodian institution in fractional quantities, including fractions of a hundred, observing the other provisions established in specific normative instruments.
Art. 16. The minimum quantity for metallic coin withdrawal or exchange operations at the custodian institution's premises is one hundred coins of the same family and same denomination, allowing only quantities in multiples of 100 (one hundred) metallic coins.
Sole Paragraph. The custodian institution will not receive metallic coins in deposit or currency exchange operations.
Art. 17. Authorized institutions that perform circulating medium operations may carry out deposit or exchange operations using banknotes yet to be classified, in the condition of “to be selected”, or classified as “not useful”.
Art. 18. The quantitative composition of the values to be withdrawn or received in exchange by authorized institutions may be modified by the custodian institution, before executing the currency withdrawal or exchange operation, provided that the original financial value is maintained.
Sole Paragraph. The custodian institution must provide proof of executed withdrawal and deposit operations to institutions authorized by the Central Bank of Brazil, holders of a Bank Reserve Account or Settlement Account, which must include the CIR number of the operation, the request and execution dates of the operation, as well as the identification data of the authorized institution, including the Brazilian Payment System Identifier (ISPB), and of the bearer.
Section III
Of the packaging of currency for deposit or exchange
Art. 19. Legitimate national banknotes to be forwarded to the custodian institution through deposit or currency exchange operations must be packaged according to the following specifications:
I - banknotes must be grouped, forming the following volumes:
a) hundreds - a set of 100 (one hundred) banknotes of the same denomination, same family, same classification, and organized in the same reading position (faced);
b) thousands - a set of 10 (ten) hundreds of banknotes of the same denomination, same family, same classification, and organized in the same reading position (faced); and
c) fraction of a thousand - a set with, at most, 9 (nine) hundreds of banknotes of the same denomination, same family, same classification, and organized in the same reading position (faced).
II - each hundred must be wrapped with a resistant paper band, applied to the left half of the banknotes;
III - each thousand or each fraction of a thousand must be packaged in heat-shrink plastic film or tied with string, plastic thread, or nylon, without damaging the banknotes, and topped with a paper label made according to the specifications in Annex III of this Normative Instruction;
IV - thousands of the same denomination, same family, and same classification must be packaged in polypropylene bags; and
V - polypropylene bags must be closed with a sealing device, which must contain a numbered seal and a label, according to the model in Annex III of this Normative Instruction, and be organized according to the following specification:
a) banknotes of the first Real family: 3 (three) groups of 9 (nine) thousands, topped by 3 (three) thousands, totaling 30 (thirty) thousands per bag;
b) banknotes of R$2.00; R$5.00; R$10.00; R$20.00; and R$200.00 of the second Real family: 3 (three) groups of 9 (nine) thousands, topped by 3 (three) thousands, totaling 30 (thirty) thousands per bag; and
c) banknotes of R$50.00 and R$100.00 of the second Real family: 3 (three) groups of 8 (eight) thousands, totaling 24 (twenty-four) thousands per bag.
Sole Paragraph. Prior to packaging, torn banknotes must be mended with transparent adhesive tape, and those that are not intact must be reassembled, with white paper, to their original format, keeping the side containing the banknote's numbering visible.
Section IV
Of the currency verification and treatment of differences
Art. 20. The volumes of banknotes received in deposit or currency exchange will subsequently be verified by the custodian institution or by the Central Bank of Brazil.
Art. 21. Any differences found, whether in excess or deficit, will be communicated to the authorized institutions at the end of the business day through a specific message from the National Financial System Services Catalog, as will the final daily balance of differences, which will consolidate occurrences found in operations carried out with the Central Bank of Brazil and with the custodian institution.
Art. 22. If the final daily balance of differences is unfavorable to the institution that made the deposit or currency exchange, a regularization request message will be issued on the date of ascertainment and, after the respective authorization, the debit will be posted to the Bank Reserves account or the Settlement Account on the first subsequent business day.
Sole Paragraph. In the absence of debit authorization for difference regularization, the amounts due will be offset in the institution's next executed currency deposit operation.
Art. 23. If the final daily balance of differences is favorable to the institution that made the deposit or currency exchange, the respective credit will be posted to the institution's Bank Reserves account or Settlement Account on the first subsequent business day.
CHAPTER III
OF THE CURRENCY REMITTANCE OPERATION, FOR VALUATION EXAMINATION
Art. 24. In the event of receiving, directly from the public, banknotes or metallic coins and their respective fragments for valuation examination, institutions authorized to operate by the Central Bank of Brazil, holders of a Bank Reserves account or Settlement Account, must:
I - request the identification of the presenter, by means of an official identity document and proof of registration in the Individual Taxpayer Registry (CPF) or the National Corporate Taxpayer Registry (CNPJ);
II - issue a receipt to the presenter, which must contain the issue date, the identification of the authorized institution, the presenter's data (name, address, identity document, CPF or CNPJ), and information related to the currency received (denomination, quantity, and alphanumeric identification of the banknote, when possible);
III - register the remittance through a specific message from the National Financial System Services Catalog, informing all data related to the operation, including the presenter's identification by CPF or CNPJ, and information about the banknote fragment or metallic coin;
IV - use, for system registration, the purpose “valuation examination” and the appropriate type of apprehension: “Individual” or “Legal Entity”, as applicable; and
V - forward the national banknotes and metallic coins, for examination, packaged separately from others, accompanied by the Forwarding Receipt (RE) document, in two copies, according to the model in Annex IV of this Normative Instruction.
§ 1 Each presentation event will constitute a “remittance”, which will be formed by items, and each item must contain the data of 1 (one) banknote or 1 (one) metallic coin.
§ 2 Each remittance will have a specific number, provided by the Central Bank of Brazil, linked to the presenter's CPF or CNPJ.
§ 3 The remittance number and the item's serial number must be written on each banknote to be forwarded, except in cases of remittance with presumed quantity and value.
§ 4 The registration of a remittance with presumed quantity and value will be allowed when the banknotes or metallic coins are glued, agglutinated, welded, or for any other reason cannot be quantified or individualized.
§ 5 When the currency to be forwarded for valuation examination is identified in the treasury, institutions authorized to operate by the Central Bank of Brazil, holders of a Bank Reserves account or Settlement Account, must register the remittance with the apprehension type “Treasury” and comply with the other steps, as applicable.
Art. 25. Remittances of banknotes and metallic coins to be examined must be delivered to the headquarters or representations of Mecir, observing the territorial areas of operation defined by the Central Bank of Brazil.
Sole Paragraph. Remittances forwarded for examination of damages allegedly caused by an anti-theft device or those forwarded for legitimacy examination must be packaged separately in a pouch or security envelope, observing the specific rules on each topic.
Art. 26. The packaging of legitimate national banknotes and metallic coins to be forwarded to the Central Bank of Brazil, by remittance, for valuation examination, must observe the following:
I - a remittance must contain only items with the same purpose “valuation examination” and same family;
II - each remittance must be previously packaged in a plastic envelope, which must contain a label with the institution's identification and the remittance number, according to Annex III of this Normative Instruction;
III - remittances with the same purpose “valuation examination” must be grouped into a “forwarding”, which may contain up to 80 (eighty) remittances;
IV - each “forward
Art. 34. The custodian institution may adopt complementary operational procedures within its components, with the objective of ensuring the quality and continuity of service provision for requests for withdrawals, deposits, and currency exchanges.
Sole Paragraph. Operations that do not comply with any of the circulating medium rules may be refused by the custodian institution or by the Central Bank of Brazil, without prejudice to the application of applicable sanctions.
Art. 35. The old label models may be used for a period of 12 (twelve) months, counted from the date of publication of this Normative Instruction.
Art. 36. The following are repealed:
I - Circular Letter No. 3,235, of May 17, 2006;
II - Circular Letter No. 3,265, of February 13, 2007;
III - Circular Letter No. 3,373, of January 23, 2009;
IV - Circular Letter No. 3,412, of September 3, 2009;
V - Normative Instruction BCB No. 15, of September 11, 2020; and
VI - Normative Instruction BCB No. 348, of February 10, 2023.
Art. 37. This Normative Instruction enters into force on the date of its publication.

The items II and III of article 4 of the same Decree, in turn, provide that the AIR may be waived, provided there is a reasoned decision by the competent body or entity, in cases of normative acts intended to discipline rights or obligations defined in a hierarchically superior norm that does not allow, technically or legally, different regulatory alternatives; and low-impact normative acts.
Thus, considering that the Normative Instruction BCB (i) fits as a normative act of low normative impact, in accordance with art. 2, II, of Decree No. 10,411, of 2020; and (ii) is intended to clarify the manner of compliance with obligations defined in a hierarchically superior norm, namely Resolution BCB No. 194, of 2022, without causing an expressive increase in costs for economic agents, budgetary or financial expenses, nor impacting public policy executed, it is understood that it is exempt from carrying out an AIR as it fits within the hypotheses provided for in items II and III of art. 4 of the aforementioned Decree.
