Annex II (Mandatory Resource Codes - MCR 6-2) of Document 6
(Statement of Rural Credit Obligations and Applications) of the Rural Credit Manual (MCR).

The Head of the Department of Regulation, Supervision and Control of Rural Credit and Proagro Operations (Dero), using the powers conferred by art. 23, item I, clause “a”, of the Internal Regulations of the Central Bank of Brazil, published through BCB Resolution No. 340, of September 21, 2023, and art. 4 of Circular No. 3,801, of July 7, 2016, and considering the provisions of item 11 of Section 1 of Chapter 6 of the Rural Credit Manual (MCR),

RESOLVES:

Art. 1º Annex II (Mandatory Resource Codes - MCR 6-2) of Document 6 (Statement of Rural Credit Obligations and Applications) of the Rural Credit Manual (MCR) shall enter into force with the following alteration for positions reported starting in April 2026.

“2.1.10.20-4 Sub-exigibility Pronaf - Own.
This code is automatically filled in by Sisex and indicates the value equivalent to 30% (thirty percent) of the amount registered in code 2.1.10.00-8.
CMN Resolution No. 5,290, of March 26, 2026, altered the Pronaf sub-exigibility percentage of mandatory resources from 35% to 14.35% from April 1 to June 30, 2026. The weighted average percentage of the 2025/2026 compliance period of 30.00% corresponds to 191 business days at 35% and 61 business days at 14.35%.” (NR)

Art. 2º This BCB Normative Instruction enters into force on the date of its publication.

NOTE

The changes made in this Normative Instruction aim to update the MCR Document 3. This BCB Normative Instruction (IN BCB) aims to adjust Annex II (Mandatory Resource Codes - MCR 6-2) of Document 6 (Statement of Rural Credit Obligations and Applications) of the Rural Credit Manual (MCR), to align it with CMN Resolution No. 5,290, of March 26, 2026, which altered, from 30% to 14.35%, the sub-exigibility percentage of resources for the National Program for Strengthening Family Agriculture – Pronaf applicable between April 1 and June 30, 2026, within the scope of the mandatory resource exigibility relative to the compliance period from July 2025 to June 2026.

2. It is worth highlighting that, by virtue of art. 24 of Decree No. 10,411, of June 30, 2020, the issuance of normative acts by bodies and entities of the direct, autarchic, and foundation federal public administration, from October 14, 2021, must be preceded by an RIA (Regulatory Impact Analysis). However, in its article 4, the aforementioned decree establishes the hypotheses for dispensing with the realization of an RIA. This BCB Normative Instruction (IN) falls under the hypothesis provided for in item II of the caput of art. 4 of Decree No. 10,411, of 2020, as it is a normative act intended to regulate rights or obligations defined in a hierarchically superior norm that does not allow, technically or legally, different regulatory alternatives.
