ANDRÉ MAURÍCIO TRINDADE DA ROCHA
The Daily Statement of Monitoring of Capital Requirement Portions and Operational Limits - DDR, document with code 2011, addressed by BCB Resolution No. 100, of 2 June 2021, and BCB Normative Instruction No. 118, of 24 June 2021, gathers information intended for the daily monitoring of exposure in gold, in foreign currency and in daily operations related to exchange variation, and for the calculation of Risk-Weighted Assets (RWA) for market risk, used for the purposes of calculating the minimum requirements of Reference Equity (PR), Tier I, Common Equity Tier I and the Additional Common Equity Tier I.
2. CMN Resolution No. 5,207, of 30 April 2025, amended CMN Resolution No. 4,958, of 21 October 2021, to include a new component in the portion of risk-weighted assets - RWA called RWAsens, related to the standardized sensitivity-based approach of instruments subject to market risk. BCB Resolution No. 470, of 30 April 2025, established the procedures for calculating, through a standardized approach, the daily value of the RWAsens portion. Therefore, the DDR must be amended so that the information received in this statement adequately reflects the new methodology for calculating RWA for market risk.
4. BCB Resolution No. 592, of 30 September 2026, promoted changes in various regulations issued by this Central Bank, with effect from its publication. Among the changes promoted by the aforementioned Resolution, I highlight that of Circular No. 3,641, of 4 March 2026, which changes the calculation of the daily value of the portion of risk-weighted assets, related to exposures in gold, in foreign currency and in assets subject to exchange variation whose capital requirement is calculated through a standardized approach - RWACAM., in relation to cash flow hedge. As a result, there was a need to change the description of the function of account 191000 - Cash Flow Hedge to Offset Exchange Variation of Future Commitments.
5. Based on these regulatory changes, this Normative Instruction aims to update the Completion Instructions and the Layout of document 2011 to:
I - adjust the wording of the general guidelines;
II - include accounts necessary for monitoring the information used to calculate RWA for market risk;
III - change the description of the function of existing accounts, in order to adapt them to the current regulations; and
IV - exclude accounts that will no longer be used with the new methodology for calculating RWA for market risk.
6. The changes addressed in this Normative Instruction shall produce effects from 1 January 2027, except for the change described in paragraph 4 of this note, which shall produce effects from the date of publication of this normative.
7. The modifications cover, in the Completion Instructions, the inclusion of eleven accounts, the change in the description of the function of forty-four accounts and the exclusion of thirty accounts. In the Layout, the same eleven accounts are included and the same thirty accounts are excluded.
8. Decree No. 10,411 of 30 June 2020 regulates the performance of regulatory impact analysis – RIA as a prerequisite for the issuance of normative acts of general interest to economic agents. Article 4 of the aforementioned Decree, however, provides for hypotheses of waiver of the RIA, among them the issuance of a normative act intended to discipline rights or obligations defined in a hierarchically superior norm that does not permit, technically or legally, different regulatory alternatives, as well as an act aimed at preserving the liquidity, solvency or soundness of the financial, capital and foreign exchange markets.
9. The changes hereby made are necessary to adapt document 2011 to the current prudential regulation and to allow adequate daily monitoring of the portions of capital requirement related to market risk. Thus, no regulatory alternative other than updating the Completion Instructions and the DDR Layout is identified.
10. Therefore, based on art. 4, items II and V, subparagraph “b”, of Decree No. 10,411 of 2020, I understand that the issuance of this Normative Instruction is waived from carrying out the RIA.
