Establishes general rules regarding production testing in Open Finance.
The Collegiate Board of the Central Bank of Brazil, in a session held on April 22, 2025, based on the provisions of Arts. 9, 10, caput, items VI and IX, and 11, caput, item VII, of Law No. 4.595, of December 31, 1964, 9º-A of Law No. 4.728, of July 14, 1965, 9º, caput, items II, VII and VIII, and 15 of Law No. 12.865, of October 9, 2013, and 51, caput, item XI, of Joint Resolution No. 1, of May 4, 2020,
R E S O L V E:
Art. 1º This Resolution establishes general rules regarding production testing in Open Finance.
Art. 2º The production testing referred to in this Resolution must be carried out:
I - by the institutions participating in Open Finance prior to the launch of new products or services and of relevant versioning of application programming interfaces (APIs) related to existing products or services;
II - by the institutions participating in Open Finance that did not participate or did not achieve success in the prior testing referred to in item I; and
III - by new institutions participating in Open Finance, in one or more participation modalities, regarding the main products, services, and APIs already implemented.
§ 1º The provisions of the caput apply to all participating institutions, regardless of whether participation in Open Finance is mandatory or optional, according to each participation modality.
§ 2º The Central Bank of Brazil will publish the versionings that must be considered relevant and the main products, services, and APIs already implemented, referred to in items I and III of the caput, respectively.
§ 3º The production testing referred to in items II and III of the caput must have characteristics similar to the production testing carried out prior to the launch of new products or services and of relevant versioning of APIs related to existing products or services, referred to in item I of the caput, in situations where they have occurred.
§ 4º Regarding API versionings that are not considered relevant, in accordance with the provisions of § 2º, the Open Finance Governance Structure must:
I - establish a schedule for the phased activation of these APIs during the period of coexistence between its previous version and the new version; and
II - define minimum items for monitoring.
§ 5º The Open Finance Governance Structure must establish minimum items for monitoring adjustments in implementations that do not involve API versioning.
§ 6º The implementation of functionalities related to Open Finance APIs in a specific brand of participating institution or for different applications or environments provided by that participating institution must be included in the scope of production testing referred to in this article.
§ 7º The carrying out of production testing must not affect the regular provision of already implemented products and services.
§ 8º In the case of impossibility of contracting products or services in a production environment, the Central Bank of Brazil may define alternative methods to the carrying out of production testing.
Art. 3º The production testing referred to in Art. 2º must:
I - be carried out using the production validation tool developed by the Open Finance Governance Structure and between the participating institutions that offer and will offer the products or services referred to in Art. 2º;
II - be restricted to a client base defined by the institutions that will participate in the tests, added to a list of clients informed by the Open Finance Governance Structure and a list of clients informed by the Central Bank of Brazil; and
III - cover the functionalities of the products or services referred to in Art. 2º, the customer experience journeys, and the integration with the tools of the Open Finance Governance Structure, according to what is specified by current regulation and by the documentation of the Open Finance Governance Structure.
§ 1º The Central Bank of Brazil may, with the aim of ensuring the adequate completeness and security of production testing, determine:
I - the carrying out of tests between pairs of transmitting and receiving data institutions or of account-holding and payment transaction initiating institutions; and
II - limitations to the client base referred to in item II of the caput.
§ 2º The Open Finance Governance Structure must detail the scope and operating rules of the tests, including, at a minimum:
I - schedule of activities;
II - minimum quantity of tests;
III - criteria for selection and enabling of participating users;
IV - metrics to be sent by participating institutions;
V - tools of the Open Finance Governance Structure with which participating institutions must integrate for the purposes of the tests;
VI - indicators to be monitored during the tests;
VII - list of items related to customer experience that must be evaluated;
VIII - performance requirements; and
IX - conditions for establishing a permanent channel with institutions with insufficient performance to achieve the objectives of the pilot.
Art. 4º Participating institutions must demonstrate to the Central Bank of Brazil the adherence of customer experience journeys to current regulation and to the documents of the Open Finance Governance Structure.
Sole paragraph. The demonstration of adherence referred to in the caput may be carried out through verification of compliance with requirements operationalized by the Open Finance Governance Structure.
Art. 5º Institutions must provide the Open Finance Governance Structure with instructions and access methods to their production testing environment.
Sole paragraph. The Open Finance Governance Structure must compile and publish to all participants in the production testing the instructions and access methods referred to in the caput.
Art. 6º The maximum deadline for responding to requests for problem resolution (tickets) related to the production testing referred to in Art. 2º of this Resolution may be reduced as defined by the Central Bank of Brazil.
Art. 7º This Resolution enters into force on the date of its publication.
