Establishes the guidelines and conditions for the performance of production tests by participating institutions regarding Automatic Pix in Open Finance.
The Heads of the Department of Financial System Regulation (Denor), the Department of Supervision of Cooperatives and Non-Bank Institutions (Desuc) and the Department of Banking Supervision (Desup), in the use of the attributions conferred upon them by art. 23, item I, letter "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, having in view the provisions of arts. 44, § 1, of Joint Resolution No. 1, of May 4, 2020,
R E S O L V E:
Art. 1 This Instruction Normative establishes the guidelines and conditions for the performance of production tests by participating institutions.
Art. 2 The detailing referred to in art. 3, § 2, of Resolution BCB No. 463, of April 22, 2025, shall consider the following aspects during the period of production tests:
I - be restricted to employees and service providers of the participating institutions, to employees of the Central Bank of Brazil and to the team of the Open Finance Governance Structure responsible for carrying out the tests, as payer users;
II - use companies that do not have or will not have a contractual relationship for the provision of payment services with the participating institution of the production tests governed by this Instruction Normative, as payee users;
III - include the settlement of payments related to the recurrence of Automatic Pix, including attempts at settlement in cases where payment is not effected;
IV - allow the use of value limits for transactions within the scope of Pix already provided for in current regulation that are not the specific limits for Automatic Pix transactions; and
V - cover tests with natural and legal persons, with the exception of cases that require multiple levels of approval for contracting the service.
Sole Paragraph. The verification of adherence of the client experience journey in the institutions holding accounts with regard to aspects related to:
I - the management environment; and
II - the sending of specific notifications of Automatic Pix.

Art. 3 Payment initiating institutions that wish to participate in the production tests and that comply with the requirements and deadlines established by the Open Finance Governance Structure shall be admitted.
Art. 4 At least the following client experience journeys must be tested:
I - of the payment initiating institutions that participate in the production tests; and
II - of the main brands of the account-holding institutions, considering the brands intended for natural persons and for legal persons, part of the conglomerates and cooperative systems responsible for 95% of the total quantity of payment transactions successfully carried out within the scope of Open Finance in 2025.
Art. 5 This Instruction Normative enters into force on the date of its publication.

This Note justifies a proposal for the issuance of an instruction normative by the Department of Financial System Regulation (Denor), by the Department of Supervision of Cooperatives and Non-Bank Institutions (Desuc) and by the Department of Banking Supervision (Desup), in the use of the attribution provided for in art. 23, item I, letter "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, having in view the provisions of art. 44, § 1, of Joint Resolution No. 1, of May 4, 2020.
In
this regard, the proposal deals with the issuance of an instruction normative that establishes the guidelines and conditions for the performance of production tests by participating institutions regarding Automatic Pix in Open Finance.
Finally, it is worth noting that, by virtue of art. 5 of Law No. 13.874, of September 20, 2019, proposals for the issuance and amendment of normative acts of general interest of economic agents or users of the services provided, issued by an organ or entity of the federal public administration, including autarchies and public foundations, shall be preceded by the performance of a regulatory impact analysis (AIR), which shall contain information and data on the possible effects of the normative act to verify the reasonableness of its economic impact.
In turn, Decree No. 10.411, of June 30, 2020, which regulates the aforementioned law, in its art. 4, establishes criteria for exemption from performing the AIR. In this context, the proposal under consideration discloses the detailing of the production tests to be carried out in a production environment, which aim to guarantee that Automatic Pix offered through the payment initiation service in Open Finance is offered to the population with higher quality, that is, with lower chances of technical errors, such as, for example, payment failures, or failures in the client experience. Thus, I propose the exemption from AIR for the present BCB resolution, in accordance with art. 4, item V, letters "b" and "c", of the aforementioned Decree No. 10.411, of 2020, considering that the normative act aims to preserve the integrity of the financial markets and payment systems.
