Rule · BCB · 22 Apr 2021 · Resolução BCB 89
This resolution amends Circular No. 3,682/2013 to define payment arrangements excluded from the Brazilian Payments System (SPB) based on limited purpose or transaction volume thresholds (R$20 billion and 100 million transactions). It mandates that issuers exceeding these thresholds must seek authorization for their closed payment arrangements within 90 days, while also establishing new criteria for authorization exemptions and requiring centralized settlement implementation within 90 days. Additionally, it introduces a list of limited-purpose business models and sets a 180-day compliance period for payment arrangement issuers.
